HASH LIST ACCESS TIERS
Tech Against Terrorism provides access to its Hash Lists to support technology platforms in identifying and preventing the distribution of terrorist and violent extremist content.
Access is tiered according to platform size, measured by global monthly active users (MAU). We use a platform’s own analytics where available and measure active users rather than page views.
Small Platforms: Under 10 Million Monthly Active Users
Platforms with fewer than 10 million global monthly active users may be eligible for free access to the Hash Lists.
Free access is intended for organisations where cost would otherwise be a material barrier to adoption. Eligibility is assessed on application and takes into account factors including:
- Annual turnover and available financial resources
- External funding raised
- Ownership and the resources of any parent organisation
- Organisational size and capacity
- Whether the organisation is acting in good faith and intends to use the Hash Lists for their intended counterterrorism purpose
Meeting the monthly active user threshold does not automatically guarantee free access.
Medium Platforms: 10 Million to Under 45 Million Monthly Active Users
Platforms with between 10 million and 45 million global monthly active users may be eligible for discounted access to the Hash Lists.
The level of discount is determined on a case-by-case basis and takes into account factors including the organisation’s financial resources, funding, ownership, organisational capacity and intended use of the Hash Lists.
Large Platforms: 45 Million Monthly Active Users and Above
Platforms with 45 million or more global monthly active users access the Hash Lists through a commercial agreement.
Pricing is agreed according to the nature and scale of the service required.
The 45 million monthly active user threshold aligns with the European Union threshold used for Very Large Online Platforms.
Eligibility and Review
Eligibility for free or discounted access is assessed when a platform applies and is reviewed annually.
Platforms may move between tiers where their audience size or organisational circumstances materially change.
Tech Against Terrorism reserves the right to refuse or withdraw free or discounted access where an organisation does not meet the eligibility criteria, provides inaccurate information, or uses the Hash Lists in a way that is inconsistent with their intended purpose.
